Triage rules — client-set
Trigger levels are configurable per council. Shaking is taken from the latest published ShakeMap run — as soon as it exists, not after review — and re-ranked when GeoNet revises it. Wet antecedent conditions add a slip caution to response routes: today the ground is wet (68 mm), so P1 access via Pouto Rd carries a slip flag.

Triage screening, not structural assessment. Expected PGA ranks where to inspect first; it does not assess capacity or damage.
